Access Services Advisory Committee (ASAC) is a subcommittee of the Program Committee of the `Olelo Board of Directors. ASAC was created to address producer and client concerns and was established to serve in an advisory capacity to the Program Committee. The primary function of ASAC is to advise the Program Committee on producer concerns as related to non-personnel issues.

Responsibilities
(1) To review and make recommendations on methods for collecting broad client input regarding access services.

(2) To facilitate effective communication with the broader client community.

(3) To provide other appropriate review or participation as requested by the Program Committee or as raised by the producer community, if appropriate to the scope of the committee.

Composition
Composition will consist of up to seven active `Olelo clients elected by their constituents.
To provide representation of satellites, ASAC may invite a representative from each satellite to participate at least once a quarter or choose to meet at a satellite once a quarter.

Selection
(1) `Olelo will conduct annually an election process with its active clientele, from which three or four active clients will be elected by their constituents. The number of slots to be filled each year (three or four) is based on the staggered terms noted in section (1) of Terms. Active client is defined as an individual who has either utilized `Olelo production facilities, volunteered on a production, submitted a program within the 18 month period prior to the elections held or become certified through an `Olelo training class within 6 months prior to the elections.

(2) The Program Committee will approve the appointment of the committee members.

Terms
(1) Terms shall be for two years. Terms shall be staggered, with four seats opening one year and three seats the next year.

(2) There are no limits to the number of terms any member may serve.

Governance
(1) All members of the Access Services Advisory Committees will serve under the direction of the Program Committee.

(2) Decision-making will be by consensus of those present. In the event of an impasse, disposition of the matter will be determined by the Program Committee.

(3) Should there be a vacancy on the Access Services Advisory Committee, the remaining Access Services Advisory Committee members will select an individual that meets the selection criteria, and whose appointment must be approved by the Program Committee. When feasible, the nominated candidate from the most recent election, with the next highest number of votes, will be nominated by ASAC and subject to approval of the Program Committee. In the event that the remaining ASAC members fail to nominate a replacement candidate within 45 days of the effective date of the vacancy, the Program Committee reserves the right to appoint a replacement.

Meetings
(1) Meetings will be held as needed, and at least bi-monthly (every other month)

(2) ASAC members are responsible for creating reports summarizing ASAC activities to the Program Committee to share with `Olelo clients.

Attendance
(1) Two consecutive absences without cause will be cause for removal from the committee.

(2) Three absences with or without cause within a year will be cause for removal from the committee.

Administration
(1) `Olelo will provide staff support and resources necessary to committee approved initiatives.

(2) The Program Committee, with the participation of the Access Services Advisory Committee, will at least annually review the effectiveness of the structure, governance and ability of the Access Services Advisory Committee to be responsive to the needs of the community with the intent of making modifications as the Access Services Advisory Committee and Program Committee may deem appropriate.
